The collector who owns the bisected cover graciously provided a scan. My memory was faulty -- it is a bicected 1d used with a 2d for the foreign letter rate 1906. Backstamped Launceston 29 August; Vancouver, BC; New York; and West Hoboken, NJ 6 October.

This could also be a docketing datestamp used on receiving mail. There are traces of a barred cancel underneath. Some of the same questions could be raised about Board of Education, illustrated here, except that there is no trace of other cancellation.

I have a poorly done fake reversed "OS" on 3d Pictorial canceled in Sydney. Date is 1903 (too early), and it is supposed to be one of the rare "Commonwealth" types, but the holes do not match any known "OS" pattern.
