A you probably have seen volume II of the Green Books lists postmasters and postmistresses from 1899 to 1912.
For the period you are looking at I think it is a case of painstaking searching on Trove

It is the "Ship Letter Inwards Free" marking applied to all mail coming into Hobart by Ship. See Green books vol. 1 page 21 Fig.45

It is possibly the C-TOWN double arc date stamp which was introduced in 1862 so would fit with the 2d Chalon numeral wmk.. The stamp would normally have been obliterated with the 2nd allocation '16' of Campbell Town but unusually this may have been cancelled with the date stamp. You would need to me...

My 'best guess' is is on the eastern shore of the Derwent looking south towards Mount Direction somewhere near Bridgewater of today. Probably on the banks of the Jordan where it joins the Derwent River. A popular trout fishing area around those times

It is certainly from the lithographed printings on V over Crown paper wmk sideways left. The DLR printings are much deeper purple in colour and none were produced on paper other than wmk TAS. Peter is correct. I have never seen a manuscript cancellation related to Hobart. With several obliterators on hand I doubt if there ever was a situation where they were all out of action. I have seen mss '52' of Launceston in the Second allocate period but nothing for Hobart.

Found a full example of the Form posted by Daryl which dates at least up to 1970 and relates to the stocktake carried out when a transfer of PM takes place. Hopefully this throws some more light on the crown seals pieces.

Further thoughts - these forms probably relate to those completed by PO Inspectors who took an inventory of the assets and hand stamps held by the Postmaster on a regular basis. This seems to fit with the types of equipment in the partial form in an earlier post e.g. 21 Pig eon holes 22 Priv ate box...

Would you be able to scan a complete form and post it?
I believe they were some sort of monthly (?) register the PM had to maintain recording all the implements he held.They also maintained a daily record of their date stamp showing that they had used the correct date.
