EXEMPT FROM STAMP DUTY - is this handstamp from TAS?

This handstamp is on the back of a Tasmanian Public Trustee (Commonwealth Trading Bank)
cheque dating from 1967.

Does anyone know if this handstamp was applied in Tasmania and if it was, by whom?

I have not seen this cancel before who is it made payable to? if a Government body then i guess they would be exempt.

The problem is that the "vital information" is not available on this remnant - sorry. :(
