Manual of Rates for railway parcels

This post refers to a manual issued from time to time by the Tasmanian Railways for
the convenience of the public. These manuals should be most helpful as it is useless
looking in Walch's Almanac, the Tasmanian Gazette and among the legislation for this
information as noted in the Craig & Ingles (1978) catalogue listing of railways stamps.

The title is "Manual of Rates and Regulations for Passenger, Parcels, and Goods Traffic",
issued from time to time by the Tasmanian Railways. Among the numerous regulations
for passengers and carriage of parcels, there is also a little information concerning the
special stamps to denote fees payable on parcels and/or bundles of newspapers via the
railways. These are, of course, the railway parcel and newspaper stamps described by
Craig & Ingles in their catalogue, along with supplements to that catalogue and also in
supplements to the mainland railway stamp catalogue (Ingles, Presgrave and Craig).

The 1891 edition is cited by Elsmore in The Courier, No. 56 on page 23. I am aware of
the 1902 and 1907 editions of that manual. Are any other editions of the Rates Manual
known to have survived? Such manuals may contain valuable information about parcel
stamps then in use.
