Crown over A COMMONWEALTH watermark query

I have a few stamps that show part of the word Commonwealth (of Australia?) outside the frame of the Crown over A watermark sheet. I assume that this exists for all values with the Crown over A watermark as I have examples on the penny and two pence pictorials? I would appreciate any information. Thanks
