Private postcards first allowed in mail

Private postcards were allowed in Tasmanian mails as from 1899 (or late 1898?),
but the timing is not exactly known. The Postal Guide for Jan 1899 says they were
allowed under certain conditions concerning thickness and size. They could not be
thicker than the official issues and were limited to sizes 4"x 3" to 5.5"x 3.5".
