1903 rates to Europe

Below is a 1903 registered cover from Hobart to Hungary, franked with 1/- in stamps.

The rate was: 3d registration + 2½d per ½ ounce to U.P.U. foreign countries. Hungary joined the U.P.U on 1 July 1875.

Even at triple rate + registration it is seemingly overpaid by 1½d. Any other ideas?

Covers from this period [that are overfranked] are often "philatelically inspired". It is a delightful cover, but could be a problem with some judges, if exhibited. Jeff Harris.
