Hi! in a old all world auction I found this example. I only had a small low resolution scan of the stamp until I received the stamp yesterday. Hello,

I found this 1d chalon head wmk double lined 1 with a manuscript writing. Can anyone tell me if it might be a postal manuacript cancellation or if it us just a fiscal usage? Can anyone decipher the wording? Any help would be great!
