Any gum on this? if not maybe its a cut out???

Faint remains of gum and difficult to determine whether cut out or not. If a "cut out" from what?

The margins are too straight-edged to be a cutout and as patriotic labels were produced for fundraising
purposes in Tasmania during WWI, I would say without hesitation that this is a label (poster stamp).
Another point in favour of it being a special printed label is that it is in colour and printing in newspapers,
magazines, etc during the era were almost exclusively in black on white.
