This stamp is cancelled 4 OC 1911 somewhere in New South Wales.
I have tried to blow up the image to enlarge it. I still find it hard to
read the postmark but it is surely NSW.
This usage was quite legal since stamps of one Australian State
coould be used in other States after October 1910 when an Act
of Parliament was passed to allow for uniform postal rates that
came into operation in May 1911. It also allowed the usage of
States stamps in every other Australian State.
This stamp is an example of inter-State usage in a collection.

I hate to suggest trying elsewhere but I suspect most members of this Board( at least the ones I know ) will know a lot more about NSW post marks than Tasmania. Sorry I cant help
