What's This All About? A Curious Question from G.B. (1894)

I purchased this card over 20 years ago from a circuit sheet at a TPS meeting (from "No.3" of course!).
I was attracted by the curious message thereupon...
...which reads "A new stamp, viz the (Tas) current 1d surcharged "Official" in blue is announced here.
..is it genuine? Let me know. Yours etc. "SJM" (I think ...it's hard to decipher).
Is there a story here? (I assume the sender of the card was another collector)
Also, does anyone know anything about W.H. Russell of New Norfolk ..... I believe he was a well-known
collector of Tasmania at this time and may have even been a part-time dealer but the latter is pure speculation
on my part at this time.
Any ideas, comments, etc. ??
