1d Pictorial with a double perf that doesn't go all the way!

Has anyone seen anything like this before?
The stamp has an upright Crown/A watermark, is marginal
(from the RH side of the pane) and all perforations are 12.4.
The Hobart machine cancel is dated 22.JAN.11
