"NOT TRANSMITTED BY AUSTRALIA POST" HANDSTAMP

I have just re-located this interesting item whilst cleaning up my desktop.

This cover (believed to be from the early 1980s) has been sent from a Sandy Bay address to
Howrah .... just a few kilometres "as the crow flies" and less the 10kms by road.

The NOT TRANSMITTED BY AUSTRALIA POST handstamp and its use is a bit of a mystery to me
but hopefully not to someone else reading this post. The fact that a handstamp has been specially manufactured
indicates that there must have been a reasonable volume of mail transmitted by this unofficial means at the time.

Any information regarding this unusual cover will be much appreciated.
