M & T Hobart

I noticed this cover recently in a box of covers from the 1960/70s. its a "Return to Sender/Dead Letter Office item with the large red boxed Called Postman/ M & T Hobart.
I assume M & T might stand for "Mail and Telegrams" but does anyone know ?

I have another example of this handstamp on a small envelope piece dated 16.8.1976 struck in blue.

A few years after this date tax markings bearing MTT started to appear on underpaid mail. An example is shown below.

There was a brief article about these intials by Colin Jonesin The Courier No, 7 April 1988 where it was stated that they stood for 'Mail Transport Tasmania'

Could there be some relationship between these markings?

I have always been a little skeptical regarding MTT = Mail Transport Tasmania as I can't see the connection
between a taxed article and a mail truck driver!

I do believe however that Pete is 'on the money' with his suggestion that M & T may = Mail and Telegrams.

It is definitely Mails and Transport-as in Mails and Transport Branch, which was a PMG Dept Branch prior to the 1975 split.
