I assume this UNCLAIMED AT hanstamp is of Victorian origin, applied to the envelope upon return to
Geelong (or in transit at Melbourne)

Could it be Tasmanian? If Victorian, where was it applied?
Any assistance will be appreciated

I believe the mark was applied at Wynyard in accordance with Post Office instructions at the time.
I copy below paragraph 1206 from 'Instructions for the Guidance of Postmasters and Officers under their contro'l issued by the Postmaster-General's Department in June 1935.

in Tasmania and at Wynyard in particular?"
I have not seen an informative h/s of this type used at a small Tasmanian post office before.
(I think the endorsements on the envelope complied with the regulations OK without the h/s being applied)
