Unrecorded b&w card by F.W. Niven (?)

I have not seen this b&w card with a view of 'Leek's Bluff Tea Gardens, West Devonport...' by F.W. Niven before

I can't find this one in Mike's book.

Could one class this as a Niven advertising type or could it be from a non-advertising series including Devonport views?

Have one other card from the same set. There is no caption but it is Uncle Leak's Tea House Devonport Bluff. Back is the same as Ross's card.
