The inscription on the card is in a printing with which I am unfamiliar.

What a great card! I'm not sure where this photo would have been taken. It looks like sandstone, so could be e.g. the bottom of Sphinx Rock. Doesn’t look deep enough for Rocky Whelan’s cave. There are other possible locations e.g. various spots above the Waterworks, & to the Lenah Valley side of Junction Cabin, where there are sandstone outcrops.
Maybe a scout group? although there’s no uniform. There’s a range of ages in the boys. Maybe even up to 3 adults there, ages are not all that clear for some of them.
