Interstate usage
I know that from 13 October 1910 the stamps of each stamp became valid for use in every other State, but I have a number of stamps used in other States well before that date. Did they just "slip by," or were they just tolerated, or were they used illegally? Please advise, thanks!

Most of these cancels would have been applied on ship mail .... you will find that most Tas cancels on Victorian stamps were applied at Hobart, Launceston, Burnie or Strahan, the main four ports of the era. Tasmanian stamps with non-Tasmanian postmarks are found usually with cancels from interstate or overseas "points of entry", e.g. Melbourne, Sydney, Newcastle, Bluff (NZ), etc.
Other examples would be as a result of "revenue protection" (you will note that the vast majority of these cancellations post-date Federation, i.e. date from 1901 to 1910), transit/arrival marking or just done for the sake of good order.
