Manuscript cancellation for ID please

A colleague has recently acquired the MS cancel on SG14 shown below. I looks a bit like a 14, but I would welcome an expert opinion.

On looking at it again, could it be "1 pd" for one penny paid? Is the part cancel a fiscal cancel?

The formal requirement for fiscal cancels was always simply day/month/year. These commenced 1 Oct 1863 ( can you date the stamp printing? If before then you can assume it’s some sort of postal endorsement.)

I have never seen “paid “ so I think it’s unlikely.
I can’t figure this one out at all.
