Re: postmark
John,
I really dont know what this is. However, as Eddystone Point was a closed Telegraph Office, not open to the Public, its unlikely to have cancelled any mail.
According to Hardinge, as you no doubt know, it opened in 1889 at which time the stamps would have still been on issue.
Hardinge gives the name as "Eddystone" - no "Point" included in the name.
I doubt they had an issue of stamps from the PO as the office was telegraphing weather reports not handling any mail.
Eddystone Point had no numeral of datestamp so just maybe the PM used initials of the Office, though the TO was named just "Eddystone". However, the vast majority of pen cancels at this time were revenue use applying the date. I agree the inscription looks most unlike a date but there have been some weird examples of handwriting so for my money its most likely revenue use. However its still a mystery to me.

Re: postmark
Highly likely it is a fiscal cancel. Many were just cancelled with the initials or name of the person concerned at the time.
