"Hobart / Tas" Double Ring CDS

The Courier No 58 Dec 2014, page 35, John Harding details the rare "Hobart / Tas" double ring CDS and mentions that it always shows 1907 as the date. This example has the 7 changed by hand to an eight. The card is dated 2/9/08 and is addressed to France. I believe the postage rate should of been 1 1/2d to France, hence the postcard has been underpaid but has escaped being taxed. The postcard is signed Frances MacDonald. Your comment is welcome.

No postage has been paid on this postcard as the stamp had been previously used and then later attached to this card. The previous cancel is that of the first machine canceller used in Hobart. If this card had passed through the machine canceller, the four horizontal lines [vertical in this instance] would have extended down the card for 48mm and then the next [or part of the next] circular date stamp would have appeared at the bottom. This has not happened. The postcard is underfranked by a penny halfpenny.
