APPARENT 'TIE' of BN163 to WESTWOOD rather than ROSEVALE?!

This interesting item rose up through my 'to be listed' pile this evening. While I was getting excited about finding a new early date for the WESTWOOD Type 1a cds (by nearly 11 YEARS!!) I also noted the clear impression of BN163 which is currently assigned to ROSEVALE rather than this office (WESTWOOD used BN164 in the 1890s).
Note that the card travelled to Launceston via HAGLEY ...... from Westwood, Rosevale is in the opposite direction!
Explanation anyone?
