Strange cancel

I do not understand this double cancel on four pence Chalons pair.

Is it a forgery?
Does the postmaster thought numeral 60 was too tired?
Is there a difference in location between 59 and 60?
It looks the numeral 59 was applied after numeral 60, I think.
Any idea?

I would say it's been cancelled and then cancelled again, the second stamp being deemed not obliterated fully.

Both first allocation numerals were in use at the Launceston office at the time so presumably someone decided to use both or maybe more likely only one stamp was initially cancelled and the second numeral applied later. Can’t say I’ve seen anything like this before.

Not sure this kind of cancel appear really often in Philately.

Definitely unusual in Tasmania. Most offices only had one barred numeral canceller except for Hobart and Launceston so two different numeral cancels would not be possible in most Post Offices.
