Is there a ratings on the rarity for the 1st Allocation like there is with the 2nd and the CDS on pictorials?

yes there is ....

see "Tasmania: The First Allocation Numeral Allocation Revisited" by Randall Askeland published
in The Courier No.29 (June 2000)

It lists rarity ratings for all including numeral, town name and "other" cancels in manuscript as well as for
the "normal" cancels.

check with Pete ('admin' TPS BB) to see if a backcopy is available

A recent offering on eBay of a 1st allocation barred numeral '65' of Three Hut Point.
In brownish red ink similar to the example in the David McNamee collection.
