APPARENT 'TIE' of BN163 to WESTWOOD rather than ROSEVALE?!

This interesting item rose up through my 'to be listed' pile this evening. While I was getting excited about finding a new early date for the WESTWOOD Type 1a cds (by nearly 11 YEARS!!) I also noted the clear impression of BN163 which is currently assigned to ROSEVALE rather than this office (WESTWOOD used BN164 in the 1890s).

Note that the card travelled to Launceston via HAGLEY ...... from Westwood, Rosevale is in the opposite direction!

Explanation anyone?

Not much doubt that 163 was Westwood's number. 164 to Rosevale, even though the official list has them reversed. This also occurred with Exeter/St Michael, the PMG list had them reversed. IN both cases, the two post offices opened on the same date and were very near one another. 163 is the scarcer of the two, so Westwood makes sense.
