Does anyone know what the original origin and purpose of this handstamp was?

It appears that it was a 'per favour' impression made in fairly recent times (i.e. after 1950)
on light card (surfaced). The lettering looks like 'GOD. HOBART' but that can't be right as everybody
knows he lives in Launceston.
I have a feeling that I used to know something about this item but I think I killed off that brain cell
some time ago!
Can anyone jog my (non-existent) memory please? Was it postal, from another government department, etc.??

MOD=Money Order Department/Tas is the seal.
I am fairly sure this is correct. I have the impression myself and have at one stage held the Crwon Seal in my hand.
