There is no place name, but the EMH initials indicate that it was signed by Mrs E M Hall, who was postmistress at Woodbury from 1899 to 1910 (Green Book, Part II, Page 173). Another example, dated 27/3/00, is shown opposite Page 50 of the Green Book, Part II.

Nice example of Bicheno from 5.2.1906

The post office burnt down and the Type 1 datestamp destroyed in early 1906. Manuscript cancels were applied
until the Type 2 replacement came into use early in March 1906 (or thereabouts).

datestamp was being repaired (re-cut).

I know this isn't a town cancel but was there a pattern of manuscript cancels by G Hopwood?

The date appears to be March 1906 so its far to late for a revenue cancel.
Cant help you with Hopwood though there were some Hopwoods who were early settlers and lived in Hobart.
