Could this be genuine?
The sans-serif SPECIMEN handstamp measures 21x4mm. A small piece of paper adheres to the back similar to
that you sometimes find with items from post office archives (but it could have also been removed from a collector's 'scrap book'
of course).

It is difficult to determine whether it is an 'official' hand stamp or not without an example on some other item. As it does not conform with anything recorded by Butler or material in the McCredie sale it would probably have to stay in the 'interesting possibilities' section until another one turns up.

It doesn't correspond to any listed in Samuel or Bendon's UPU book from 1975 (being revised and to be reissued soon) or in Kellow, Turner and McCredie).
I can't really help in clarifying the source of it for you or in identifying that overprint type.
